Learn what they do, not what they say
Example 1:
This university says it cares about its students, but it does not offer a e-library to them.
Example 2:
This education centre says it cares about subject assessment quality but it is not willing to check students' assignments with anti-plagiarism software. [And it is clear that some students will plagiarise even if they are reminded not to do so on a repeated basis! They will not plagiarise only when they are caught with the anti-plagiarism software and they are penalised; this reminds me of the chinese saying: people will not cry unless they see the coffins.
There are other similar examples that indicate that what people care can only be derived from what they do, not what they say..
